This week in Parliament, committees are set to address critical issues ranging from municipal financial accountability and energy policy to electoral processes and public health. Adding to this busy schedule, the President will be addressing the National Assembly on Wednesday for the debate on ‘vote 1: the presidency’, and again on Thursday for the resumption of debate on ‘vote 1: the presidency’ (reply). On Tuesday, the Portfolio Committee on Cooperative Governance and Traditional Affairs will engage with DCoG, SALGA, and provinces on preventing unfunded municipal budgets and consequences for non-compliance. The Select Committee on Agriculture, Land Reform and Mineral Resources will be briefed by the Department of Energy and Electricity on the Renewable Energy Sector Master Plan, with an emphasis on youth opportunities. The Select Committee on Public Infrastructure & Minister in the Presidency will receive briefings on the Strategic Plans, APPs, and Budgets of the Independent Development Trust (IDT) and the Construction Industry Development Board (CIDB). The Portfolio Committee on Home Affairs will hear from the Independent Electoral Commission (IEC) on the 2024 National and Provincial Election Report. Public hearings on the Tobacco Products and Electronic Delivery Systems Control Bill will continue at the Portfolio Committee on Health. The Standing Committee on Appropriations will consider and adopt reports on the 2025 Appropriation Bill and Eskom Debt Amendment Relief Bill, while the Standing Committee on Public Accounts (SCOPA) will hold hearings on the audit outcomes and financial statements of the South African Post Office.

On Wednesday, the Select Committee on Economic Development and Trade will receive a briefing from the Department of Tourism on its Vote and Annual Performance Plans, and a separate briefing from SEDFA, the Department of Small Business Development, and the Department of Tourism on the Tourism Equity Fund. The Portfolio Committee on Public Works and Infrastructure will brief on the status of Telkom Towers and Parliamentary Villages Board. The Select Committee on Appropriations will consider final mandates on the 2025 Division of Revenue Bill and draft reports on the 2025 Division of Revenue Bill and Public Sector Pension and Related Payments Bill. The Portfolio Committee on Electricity and Energy will be briefed by Eskom on its revised Just Energy Transition (JET) Plan. Public hearings on the Tobacco Products and Electronic Delivery Systems Control Bill will continue at the Portfolio Committee on Health, and the Standing Committee on Finance will conduct clause-by-clause deliberations on the Revenue Laws Amendment Bill.

Later in the week, on Thursday, the Joint Standing Committee on Financial Management of Parliament will hold a follow-up engagement with Parliament’s management on outstanding matters. Concluding the week on Friday, the Portfolio Committee on Cooperative Governance and Traditional Affairs will engage on the state of Sarah Baartman District Municipality, and the Joint Standing Committee on Defence will receive updates from Armscor and the Division Defence Materiel on SANDF spare parts procurement and related delays.
