This week in Parliament, committees are set to address a wide range of critical issues, spanning from the strategic planning of key state entities and fiscal appropriations to the ongoing public health debates and vital sector-specific updates. On Tuesday, the Portfolio Committee on Communications and Digital Technologies will receive briefings from the South African Post Office (SAPO), Postbank, and .za Domain Name Authority (.zaDNA) on their strategic and annual performance plans. The Select Committee on Appropriations will be briefed by the Parliamentary Budget Office on the 2025 Division of Revenue Bill, Appropriation Bill, and Public Sector Pension and Related Payments Bill. Concurrently, the Select Committee on Education and Creative Industries will consider the Department of Basic Education’s strategic plan and conditional grants. The Portfolio Committee on Health will continue its public hearings on the Tobacco Products and Electronic Delivery Systems Control Bill, while the Portfolio Committee on Transport will receive briefings on its strategic plan, budget, and that of the Passenger Rail Agency of South Africa (PRASA). The Standing Committee on Appropriations will hear from the Department of Health and the City of Johannesburg regarding the 2025 Appropriation and Division of Revenue Bills.

On Wednesday, the Portfolio Committee on Communications and Digital Technologies will review its quarterly performance and amendments to its strategic plans and budget. The Select Committee on Appropriations will receive a briefing from the Financial and Fiscal Commission on the 2025 Division of Revenue Bill, Appropriation Bill, and Public Sector Pension and Related Payments Bill. The Select Committee on Social Services will assess provincial health departments’ readiness to implement the Health Patient Registration System. The Portfolio Committee on Health will brief on its revised strategic plan and budget, and the Portfolio Committee on Employment & Labour will conduct budget reviews for the Department of Employment and Labor, CCMA, and Nedlac. A comprehensive briefing by the Department of Electricity and Energy, SANEDI, NNR, and NRWDI on their strategic plans and budgets will also take place.

Later in the week, on Thursday, the Portfolio Committee on Health will hold further public hearings on the Tobacco Products and Electronic Delivery Systems Control Bill. Concluding the week on Friday, the Portfolio Committee on Basic Education will receive a briefing from the Departments of Basic Education, Higher Education and Training, and Employment and Labour on streamlining education provisioning, support for the senior phase, and improving the quality of life for learners with disabilities. Finally, the Joint Standing Committee on Defence will receive an introductory briefing from Denel on its various divisions and support to the SANDF.

Submissions must be received by no later than 30 June 2025.
  • Revenue Laws Amendment Bill: Submissions must be received by no later than 12:00 on Monday, 30 June 2025. Those who want to make submissions at public hearings on Tuesday, 01 July 2025 should specifically request this. These hearings will be conducted through Zoom.   • Draft National Qualifications Framework Further Amendment Bill: The Department of Higher Education & Training has gazetted a draft National Qualifications Framework Further Amendment Bill for public comment. Among other things, the amendments provide for the formulation of foreign qualification evaluation criteria, and the recognition of online foreign education programmes meeting specific requirements.   • Division of Revenue Bill & Appropriation Bill: The Standing Committee on Appropriations invites you to make written or oral submissions on the 2025 Division of Revenue Bill and the 2025 Appropriation Bill that were tabled by the Minister of Finance on 21 May 2025. Furthermore, you are invited to make written or oral submissions on the Public Sector Pension and Related Payments Bill and the Eskom Debt Relief Amendment Bill that were tabled by the Minister of Finance on 19 April 2025.
