The week ahead in Parliament: The House is on the money

Parliament returns after a one-week constituency period, and goes straight into the consideration of Budget Review & Recommendations (BRR) Report. The first plenary programme for this term is due to take place on 25 October 2022, with the Medium-Term Budget Policy Statement scheduled to be delivered to Parliament on Wednesday 26 October 2022.

At least three committee meetings will be of interest.  

On Tuesday, the Standing Committee on Finance (National Assembly) will hold public hearings on the General Laws (Anti-money Laundering and Combatting Terrorism Financing) Amendment Bill [B18-2022]. 

The Bill seeks to address deficiencies in South Africa’s ability to combat money-laundering and terrorism financing, and is regarded as crucial if South Africa is to prevent itself from being ‘greylisted’ by international watchdog, the Financial Action Task Force (FATF). SA’s potential greylisting is expected to be a hot topic of debate between our banks and their international counterparts in Washington D.C this week, as bankers from around the world congregate for the annual meetings of the IMF and World Bank. Many local bankers regard this as an opportune moment to solidify their relationships with correspondent bankers.

Additionally, and also on Tuesday, the Portfolio Committee on Tourism, (National Assembly), will be briefed by the Department of Tourism. This will include the industry’s recovery plan. The industry has begun showing positive signs of improvement, with the Department indicating that forward bookings from August to October have risen by 287%. 

Finally, on Wednesday, The Portfolio Committee on Public Enterprises, (National Assembly),will be briefed by the Auditor-General of South Africa on the audit outcomes of state-owned companies and the Department of Public Enterprises. According to Auditor General Tsakani Maluleke, leadership instability within SOEs and government departments is impeding their financial performances, which could push them to the brink of collapse. Last week, in a letter written to Parliament by Public Enterprises Minister Pravin Gordhan, it was revealed that the Minister requested time for Eskom, Denel and Alexkor to be granted an extension to submit their 2021-2022 annual reports. This is after the three SOEs failed to do so by the September 30 deadline.
